California Dreaming

California has been flirting with a Massachusetts-like universal health care bill for some time now. Yesterday the California Assembly passed the legislation. It already enjoys the backing of Governor Schwarzenegger, but as of now lacks passage through the Senate. Further, the bill does not include a plan for revenue generation that is needed to pay for such a program. New taxes, most notably a cigarette tax, would have to be passed through a state referendum in November. There is a still a long ways to go, but an important step, nonetheless
